According to BBC News, PayPal is preparing to expand its presence in the Gulf region. The move is motivated by the region’s lacking online payment structure, which leaves many online retailers having to deal with cash-on-delivery payments. PayPal estimates that online commerce amounted to $9 billion in Africa and the Middle East region and is hoping that number rises to $15 billion by 2015.
