Verizon, AT&T and T-Mobile Are Done Letting Storms Win

As the 2026 Atlantic hurricane season opened June 1, network operators AT&T, Verizon and T-Mobile arrived with a new answer to an old problem: artificial intelligence (AI) systems built to keep cell networks alive when storms arrive.

    National Oceanic and Atmospheric Administration (NOAA) has forecast a below-normal Atlantic season, predicting eight to 14 named storms, with those numbers dampened by El Niño conditions. That forecast doesn’t mean there’s no risk.

    “It only takes one storm to make for a very bad season,” NOAA’s National Weather Service Director Ken Graham said in a May 21 post on the NOAA website.

    Regardless of how many storms form, high winds and rain can cut power to stationary cell towers. That is the window these tools are built for: the hours or days between when a storm hits and when service returns.

    Verizon Maps Damage Before Anyone Can Drive to It

    In a May 6 post outline its strategy, Verizon said starts its hurricane response roughly a week before a storm reaches an area. Before it arrives, drones capture high-resolution imagery of cell sites and equipment across the coverage zone. After the storm passes, drones fly the same routes again. AI compares the before-and-after digital twin models and sends engineers precise damage locations before roads are clear enough to drive.

    Srini Kalapala, Verizon’s senior vice president and chief network officer, told NPR in a Thursday (June 4) report that those tools have cut restoration times to minutes and hours in some cases.

    “Hurricanes, especially — you don’t understand the damage until it’s fully done,” Kalapala said.

    The digital twin system lets engineers identify what’s broken and stage the right parts before they can physically reach a site.

    Verizon also said in its post that it has expanded its satellite fleet to 2,600 assets this season, including a new off-road vehicle that toggles between geosynchronous and low-earth orbit satellites and can drop 5G connectivity kits for first responders before moving to the next damaged site.

    AT&T Closes Coverage Gaps in Seconds

    In an April 29 post, AT&T said it utilizes Geo Modeler, a network simulation tool that detects when a cell tower fails and automatically optimizes surrounding sites to fill the gap in near real time, without waiting for an engineer to identify the problem and issue a fix. The company also runs the AT&T Weather Operations Center, pairing meteorologists with weather modeling to support both pre-storm planning and live response.

    Shannon Browning, associate director of AT&T’s Network Disaster Recovery team, told NPR that disaster response no longer maps neatly to a single season.

    “It used to be [that hurricanes] were very season-specific. And then you started to see that wildfire season crept into hurricane season,” Browning said.

    AT&T has consolidated several of its disaster teams into one group as a result, moving equipment across the country year-round for hurricanes, snowstorms and wildfires alike.

    The telco said its FirstNet network gives first responders dedicated, unthrottled connectivity that isn’t shared with commercial traffic, a meaningful advantage when network load spikes in a disaster zone.

    T-Mobile Stretches Battery Life and Adjusts Antennas Automatically

    T-Mobile prepares for disasters three to five months in advance, according to Chief Operating Officer Jon Freier. When power goes out during a storm, the company said in a Thursday post that it uses AI tools to automatically adjust antennas and conserve backup battery power, extending how long sites can stay active without grid power.

    “From my experience in these disasters, people will go without power a little bit longer, and they’re more patient,” Freier told NPR. “But they want that smartphone to work, and to be connected.”

    T-Mobile said in its post that it is launching its Dynamic CX system, which uses AI to scan public event schedules and monitor network conditions in near real time, continuously adjusting capacity as crowds shift.

    “This summer’s event season will bring millions of people together across America for some of the year’s biggest cultural and sporting moments,” said Chief Network Officer Ankur Kapoor in the post. “From network readiness and public safety coordination to new technologies like Dynamic CX, our teams are focused on helping people stay connected when it matters most.”

    The Gap That Carriers Still Have to Close

    The tools target infrastructure recovery. However, they don’t fix underlying coverage gaps that exist before any storm arrives.

    Amy Weber, chief of emergency medical services at the Galveston County Health District in Texas, told NPR that first responders in her region rely on carrier representatives showing up to disaster planning meetings to coordinate equipment deployment.

    “Communication is always a huge breakdown for first responders,” Weber said.

    For emergency services that transmit telemedicine data, test results and live dispatch updates over cell networks, the difference between a working signal and a dead one is operational, not just personal.

    NOAA’s updated Atlantic outlook is scheduled for release in early August, ahead of the historical peak of storm season.
